Nelson Croom provides elearning element for Birmingham Business School and HM Treasury Tax Development Programme
Following a call to tender by HM Treasury late last year, Birmingham Business School has been successful in its bid to develop and manage a specialist blended programme in taxation for Treasury personnel who are working at the heart of UK taxation policy creation. Nelson Croom are providing technology and development services for the elearning element of the project.
Andrew Lymer, tax specialist and Head of the Department of Accounting and Finance at Birmingham Business School, is to lead the HM Treasury Tax Development Programme (TDP) for the Budget, Tax and Welfare (BTW) Directorate for the next year.
Birmingham Business School was awarded this contract after a competitive tender process. It is the lead partner in the programme team which includes tax experts from other UK universities, acting under the banner of the Tax Research Network (TRN).
"This unique programme has been specifically developed for the Treasury’s tax policy setting function, it explores the full breadth of tax related policy issues” said Andrew Lymer.
The programme is partly taught by Andrew and includes inputs from tax academics based in other UK universities including Exeter, Southampton, Warwick, Nottingham, Bournemouth and others. Input from tax practitioners including the Tax Faculty of the Institute of Chartered Accountants in England and Wales (ICAEW) has also been received.
The innovative Tax Development Programme has been co-designed with the Treasury to provide a wide ranging, policy oriented tax executive education programme for a range of HM Treasury staff. Delivery of the eight day programme will occur on multiple occassions over the year long initial contract in the Treasury offices in Horse Guards Road, London. It will cover tax economics, tax system structure and design principles, tax law making and detailed courses on specific UK taxes reviewing their historical context and drawing on international best practice.
